The Manitoba Provincial Nominee Program for Skilled Workers is basically a locally driven program which is run taking the needs of employers in Manitoba into consideration. MPNP chooses all the internationally trained as well as vividly experienced workers having the perfect skill set required by the local labour market. All the chosen candidates are then nominated and/or invited to apply for Canadian Permanent Resident visas which will help them to work and get settled in Manitoba, Canada.

Minimum Requirements for Applicants

To become eligible to apply for the Manitoba Skilled Workers category under the Manitoba Provincial Nominee Program, applicants are required to:

  • Show that he/she is an international student graduate or an applicant is a qualified temporary foreign worker;
  • International student graduates must have completed an approved education or training programme at a private, post-secondary institution in Manitoba that is public or registered. (Language systems are omitted specifically.)
  • It must be a full-time college/vocational programme that lasts for at least one academic year.
  • The applicant must have completed the programme successfully and must have been awarded by a degree or diploma or any certificate.
  • Have a full-time or permanent job offer from their current employer in Manitoba Province;
  • Have worked for a minimum period of 6 months continuously for their current employer in Manitoba Province;
  • Period of unauthorized work or self-employment or periods of part-time employment when the applicants were engaged in their full-time study course (For instance, experience gained by working in a co-op permit) won’t be included.
  • Possess a Post-Graduation Work Permit or a valid Work permit from IRCC;
  • Have all the required qualifications for the working position including the training, education and any of the other licence or certification required for the job;
  • Have proficiency in English or French languages that will be helpful in communicating at work place;
  • Have a stronger and deeper connection to Manitoba province via employment as compared to other provinces;
  • Show a willingness and an intention to get settled and the capability to work, live and establish their work as well as family life in Manitoba Province as a citizen or a permanent resident; and
  • Show that they have sufficient settlement funds usually CAD $10,000 for the principal applicant, along with CAD $2,000 for every dependent individual included.

NOTE: An applicant who completed graduation from a post-secondary programme in a province other than Manitoba in Canada and who wishes to apply for an MPNP in that category because they have been offered a job in Manitoba and are required to first work for that employer in Manitoba province for a minimum of one year to qualify.

Minimum Requirements for Employers

Moreover, employers generating the job offers are required to:

  • Be enrolled or incorporated by or under an act of legislature framed by the province or the Parliament of Canada;
  • Operate as a company in Manitoba that has a settled production capability, plant or any business place;
  • Show that in the eyes of Manitoba Provincial Nominee Program, they are a well-established company having full potential to generate full-time as well as long-term jobs to the applicants in Manitoba province;
  • Generate an eligible offer or employment letter to the applicant that:
  • is signed,
  • is printed on the company letterhead,
  • Depicts the salary or wage structure or any other details about the work position.

Steps To Apply for Manitoba Provincial Nominee Program (MPNP)

  • STEP 1 : Submission of your Expression of Interest form.
  • STEP 2 : The qualified applicants securing the highest-score having a connection with Manitoba are then sent an invitation to apply and submit their MPNP application.
  • STEP 3 : After going through the assessment process, the Manitoba PNP nominates all the eligible applicants to create and submit a separate application to the Canadian Government to apply for the Canadian PR visa.

When Not to Apply

No Applicants will be considered to be eligible to apply under the Manitoba Skilled Worker category, if they are:

  • Self-employed, owners, owner/operators, or people providing the independent contractor sbusiness ervices to the business that supports their application;
  • Exempt from the necessity of having a work permit to work in Manitoba province;
  • Submitting an application on the basis of an employment or job offer which is a part of their work-study program.
  • Refugee claimants, or people engaged in a process of federal appeal or removal;
  • Live-in caregivers who are currently living in Canada till date;
  • Temporary foreign employees who are staying and working currently in a province other than Manitoba;
  • Spouses of any of the Canadian Citizens or Permanent Residents;
  • People who, within the last six months, have been rejected by the MPNP and who are unable to answer or justify their reason of application refusal; and
  • People having an active application of immigration with other PNP in canada.

There are 2 pathway programs running under MPNP Skilled Workers Immigration Stream:

  1. Manitoba Work Experience Pathway
  2. Employer Direct Recruitment Pathway

To become eligible to apply under this stream, an applicant is required to fulfill all the minimum requirements listed. Applicants are assessed as pass or fail, no other scoring method is used under these criteria.

1. Manitoba Work Experience Pathway

All the applicants who are currently staying and working in Manitoba on temporary work permits can apply under the Manitoba Work Experience Pathway, including:

  • Temporary Foreign Workers who are staying and working in Manitoba on LMIA-exempt, LMIA, and the work permits supported by Manitoba PNP.
  • All the international Students graduated from out-of-province universities or colleges.
  • All the international Students graduated from Manitoba and are working in the companies or firms not listed on the standard list of Manitoba’s In-demand Occupations.

Minimum Requirements.

Work Experience in Manitoba

Temporary Foreign Workers (TFWs) and/or International Students must have a minimum of experience of 6 months working in companies listed on the standard list of Manitoba’s In-demand Occupations.

OR

International Students graduated from the universities or colleges out-of-Province and having a minimum of 12 months working experience working in the companies or firms listed in Manitoba’s In-demand Occupations list.

OR

Temporary Foreign Workers (TFWs) and/or International Students graduated from any of the universities or colleges in Manitoba and are working in occupations that are not listed on the standard list of Manitoba’s In-demand Occupations.

Additional Employment Requirements
  • Must be staying in Manitoba at the time of application;
  • Must have a full-time job offer meeting all Manitoba’s employment and wage standards;
  • You must possess the same working conditions as compared to those of Canadian Citizens or the Permanent Residents; and
  • Your working position must not be part-time, home-based, seasonal, temporary, or commission-based.
The Official Languages Proficiency
  • Minimum CLB/NCLC 7 is required for the Regulated Occupations.
  • Minimum CLB/NCLC 6 is required for the Compulsory Trades.
  • Minimum CLB/NCLC 5 is required for all other NOC 0, A, or B class occupations.
  • Minimum CLB/NCLC 4 is required for the semi-skilled NOC C or D class occupations.
Adaptability

You must possess and show your ability as well as an intention of residing and working in Manitoba.

2. Employer Direct Recruitment Pathway

The Employer Direct Recruitment Pathway program directly supports all the applicants who are interviewed outside Canada by the Manitoba PNP as well as a valid employer, and also the applicant must have received an application invite from the Manitoba Provincial Nominee Program (MPNP).

Minimum Requirements

Work Experience
  • An applicant must have a minimum work experience of 2 years working within the last 5 years.
    or
  • An applicant must have relevant work experience as identified by a valid employer if it is other than 2 years.
Job Offer Requirements
  • A full-time job offer that fulfills Manitoba’s listed employment and wage standards;
  • An employer must have a registered commercial business being run in Manitoba for a minimum of 3 years before submitting the application;
  • You must possess the same working conditions as compared to those of Canadian Citizens or the Permanent Residents; and
  • Your working position must not be part-time, home-based, seasonal, temporary, or commission-based.
Official Languages Proficiency
  • Minimum CLB/NCLC 7 is required for the Regulated Occupations.
  • Minimum CLB/NCLC 6 is required for the Compulsory Trades.
  • Minimum CLB/NCLC 5 is required for all other NOC 0, A, or B class occupations.

Education
  • You must have pursued post-secondary education related to your current occupation.
  • If your working position needs you to have any license or certification, you are then required to apply for the same to the regulatory body.
  • Manitoba PNP reserves all the rights to choose an individual having no post-secondary education for the occupations requiring NOC C or D.
