MPNP - Skilled Worker Overseas Stream

The Manitoba Provincial Nominee Program for Skilled Workers is basically a locally driven program that is run taking the needs of employers in Manitoba into consideration. MPNP chooses all the internationally trained as well as vividly experienced workers having the perfect skill set required by the local labour market. All the chosen candidates are then nominated and/or invited to apply for Canadian Permanent Resident visas which will help them to work and get settled in Manitoba, Canada.

The Manitoba PNP Skilled Workers Overseas stream nominates all the candidates who indicate an established connection with Manitoba.

  • Through friends or family members staying in Manitoba.
  • Through any previous work experience or education in Manitoba province; or
  • Through an application invite directly received from the Manitoba PNP being a part of the Strategic Recruitment Initiative.

Minimum Requirements

An applicant is required to fulfill the following requirements to become eligible to apply under this category:

  • Score a minimum of 60 out of 100 points in the points assessment grid; and
  • Show a settled connection with Manitoba in the form of friends or family, or past work experience or have pursued education in Manitoba province, or have received an application invite issued by the Manitoba Provincial Nominee Program,

Manitoba Support

To become a Manitoba Supporter, an applicant must be:

  • Able to provide all the documentation showing that he or she has been residing continuously in Manitoba province for a minimum period of one year;
  • A citizen or permanent resident of Canada;
  • Capable of proving sufficiently close relations with the candidate as well as the province;
  • For close relatives, documents needed to prove their family connection must be submitted by both the candidate as well as the supporter.
  • In one of the following forms, immediate relatives are known to be those relating to the candidate (or the Candidate's spouse):
  • Sister or brother,
  • Niece or nephew,
  • Aunt or uncle,
  • First cousin,
  • Mother or father,
  • Grandmother or grandfather.
  • Capable of demonstrating that any applications previously funded by them resulted in Manitoba's stable and permanent economic establishment;
  • Capable of endorsing the Settlement plan for the candidate.

Manitoba Supporters cannot be the paid immigration representatives and Canadian elected officials and their workers. Children residing in Manitoba can’t help their parents; instead, they are advised to appeal to the Sponsorship of Parents and Grandparents.

Manitoba Experience

Candidates must have lived in the province in the past, either as a temporary foreign worker or as an international student, in order to become eligible to apply under this stream with the Manitoba Experience.

To become eligible to apply, those applicants having previous work experience in Manitoba are required to:

  • Have spent a minimum of six consecutive months working full-time with a Manitoba employer;
  • Send a signed letter of reference from the employer on business letterhead; and
  • Send a copy of their work permit which indicates that they have served in the province.

To become eligible to apply, those applicants having pursued educational in Manitoba are required to:

  • Participated in and completed an approved education or training program at any of the public or a registered post-secondary private vocational institution in the province of Manitoba; and
  • Send, upon completion of the program, their study permit(s), their academic transcripts as well as their acquired diploma, degree or any certificate they have earned.

Manitoba Invitation

The MPNP periodically offers invitations to apply for permanent residence to eligible applicants listed as part of one of its Strategic Recruitment Initiatives. Application Invites shall be given at the discretion of the MPNP, so that applicants won’t be able to use this connection with Manitoba on their own.

Candidates are expected to send the Letter of Invitation they received from the MPNP during an exploratory visit or recruitment mission following their interview. The MPNP frequently conducts overseas recruiting missions, often in collaboration with employers from Manitoba Province, during which they look for prospective immigrants.

The MPNP accepts requests to make an exploratory visit to Manitoba during set times. This visit helps prospective MPNP applicants to determine if they have a sincere desire and capacity to settle in Manitoba as permanent residents in research communities and job opportunities. Exploratory visits are required to be approved by the MPNP and arranged by invitation only. The MPNP offers information about what to do during the visit and what documents are expected to be taken with them by candidates.

To become eligible for an exploratory visit, applicants are required to:

  • Age between 21 and 45;
  • Be able to show the employability and adaptability needed for all applicants for the MPNP;
  • Have completed at least one year of post-secondary education or training program for which a diploma, degree or credential has been obtained;
  • Have at least two years of experience in full-time jobs over the last five years;
  • Show their willingness to find a job in the same profession in Manitoba in which they have two years' experience;
  • This involves arrangements for obtaining the requisite license or qualification necessary for regulated professions.
  • Submit a Settlement Plan demonstrating their genuine purpose and capacity to establish and settle in Manitoba economically as a permanent resident; and
  • Submit official results of an accepted language test taken over the past two years, demonstrating that scores equal to at least CLB 6 have been obtained in each portion as well as in total.

Points Assessment

In addition to the above condition of demonstrating a link to Manitoba, candidates must score at least 60 out of 100 points on the points evaluation grid. Points are measured on the basis of five factors: proficiency in language, age, job experience, education and adaptability.

Steps To Apply for Manitoba Provincial Nominee Program (MPNP)

  • STEP 1 : Submission of your Expression of Interest form.
  • STEP 2 : The qualified applicants securing the highest-score having a connection with Manitoba are then sent an invitation to apply and submit their MPNP application.
  • STEP 3 : After going through the assessment process, the Manitoba PNP nominates all the eligible applicants to create and submit a separate application to the Canadian Government to apply for the Canadian PR visa.

There are 2 pathway programs running under MPNP Skilled Workers Immigration Stream.

  • Manitoba Express Entry Pathway
  • Human Capital Pathway

To become eligible to apply under this stream, you must fulfill all the minimum eligibility requirements and also a minimum score of 60 points is required for the nomination.

1. Manitoba Express Entry Pathway

The Manitoba Express Entry Pathway program is specially designed for those candidates who determine the high human capital along with the proper set of skills, training, as well as the much-needed experience concerning Manitoba’s list of In-demand Occupations as well as a deep family connection with Manitoba.

  • If the job requires an applicant to have any certification license, the applicant must apply for the same to the regulatory body.

The minimum age of an applicant must be 18 years at the time of submission of the application.

  • Must show the liquid funds equal to the requirements framed for Low Income Cut-Off (LICO) over a period of six-month for the independent financial resources.
  • An applicant must express the ability as well as an intention of establishing themselves economically and stay and work in Manitoba Province;

  • An applicant must have a valid connection and support of a close relative or friend residing in Manitoba for the minimum period of one year.

  • Immigration authorities in Manitoba annually invite the highest-ranking applicants to apply for the provincial nomination, which is known as a “Draw.”
  • Under the MPNP, invited individuals can apply for an 'enhanced' provincial nomination.
  • The Federal Express Entry System and the Enhanced Nominations are aligned together. 600 additional CRS points are rewarded to the qualified applicants.
  • An Invitation to Apply (ITA) for the Canadian Permanent Residency will be given at any of the subsequent Express Entry draw, only after the nomination is submitted to your Express Entry profile.
  • Qualified applicants are then entitled to apply for the Canadian Permanent Residency from the federal government. The processing time takes upto six months or less in most of the cases.

Human Capital Pathway

The Human Capital Pathway program is particularly designed for all the international skilled workers having the much-needed skills as well as training that matches with the standard in-demand occupations list framed by Manitoba.

Minimum Requirements

An applicant must have worked full-time for a minimum period of 6 months. There isn’t any minimum requirement listed for the working experience but an applicant will be awarded zero points if the applicant has worked for less than one year.

  • Minimum of CLB/NCLC 6 is required for Compulsory Trades

  • An applicant must have a valid connection and support of a close relative or friend residing in Manitoba for the minimum period of one year.

An applicant must be of 18 years at the time of application submission; though there is no maximum age registered still no points will be awarded to an applicant ageing above 45 years.
