Canada marks 20,000 Afghan arrivals

Canada’s Economic Plan – 2025

An immigration plan to grow the economy.

Nov 1, 2022 Sean Fraser, Minister of Immigration, Refugees and Citizenship, has released Canada’s 2023–2025 Immigration Levels Plan. The plan embraces immigration as a strategy to help businesses find workers and to attract the skills required in key sectors—including health care, skilled trades, manufacturing and technology—to manage the social and economic challenges Canada will face in the decades ahead. Last year Canada welcomed over 405,000 newcomers - the most we’ve ever welcomed in a single year. The Government is continuing that ambition by setting targets in the new levels plan of 465,000 permanent residents in 2023, 485,000 in 2024 and 500,000 in 2025. The plan also brings an increased focus on attracting newcomers to different regions of the country, including small towns and rural communities.

Highlights of the levels plan include

a long-term focus on economic growth, with just over 60% of admissions in the economic class by 2025
using new features in the Express Entry system to welcome newcomers with the required skills and qualifications in sectors facing acute labour shortages such as, health care, manufacturing, building trades and STEM (Science, Technology, Engineering and Math)
increases in regional programs to address targeted local labour market needs, through the Provincial Nominee Program, the Atlantic Immigration Program, and the Rural and Northern Immigration Pilot
reuniting more families faster
ensuring that at least 4.4% of new permanent residents outside Quebec are Francophone
support for global crises by providing a safe haven to those facing persecution, including by expanding the Economic Mobility Pathways Pilot.

The Ontario Immigrant Nominee Program (OINP)

The Ontario Immigrant Nominee Program (OINP) has announced an update on the Entrepreneur Pilot.
The pilot has been launched as the OINP Entrepreneur Success Initiative (OINP-ESI).

Announced as part of the 2021 Ontario Economic Outlook and Fiscal Review: Build Ontario, the initiative will help 100 immigrant entrepreneurs to establish and grow businesses across the province outside of the Greater Toronto Area.

OINP Entrepreneur Success Initiative
The OINP Entrepreneur Success Initiative OINP-ESI will provide services that:

identify business creation and succession opportunities in communities outside the Greater Toronto Area (GTA)
market the Entrepreneur Stream and business opportunities internationally to raise awareness among entrepreneurs
support qualified entrepreneurs who want to establish a new business or buy and grow an existing business in communities outside of the GTA
match qualified entrepreneurs with business opportunities and communities, based on their business, personal interests and professional experience
help qualified entrepreneurs develop and submit high-quality expressions of interest (EOI) to the Entrepreneur Stream
help EOI registrants who receive an invitation to apply, develop and submit high-quality applications to the Entrepreneur Stream
The OINP will process applications on a priority basis.

Economic Mobility Pilot Pathways Eligibility & Process

Applicant now has option to apply online under the Economic Mobility Pathways Pilot (EMPP). Updated instructions provide additional information related to work experience under this program and the use of a loan as proof of settlement funds.

All refugee candidates will have to meet the economic criteria of existing programs (RNIP, AIP and PNP) and be able to satisfy an officer that they can economically establish in Canada. EMPP applicants will arrive in Canada with permanent residence status as economic immigrants and will be eligible for the full suite of settlement and integration services that are offered to all economic immigrants, including pre-arrival orientation and referral to in-Canada settlement services and supports. They are not, however, entitled to refugee resettlement assistance, as they are economic immigrants. This means that it is very important for them to be able to demonstrate that they can establish themselves quickly and provide for their own basic needs and those their family during their first year in Canada.

When assessing a principal applicant, a decision maker must ensure that the applicant meets both of the following:

  • The principal applicant has applied for a permanent residence visa under 1 of the eligible economic programs:
    1. the Provincial Nominee Program (PNP)
    2. the Rural and Northern Immigration Pilot (RNIP)
    3. the Atlantic Immigration Program (AIP):
  • The principal applicant is outside of their country of persecution.
  • The principal applicant is residing outside of Canada at the time of application for permanent residence under 1 of the economic pathways listed above.
  • The principal applicant
    1. has been issued a valid, positive Refugee Status Determination (RSD) from either the UNHCR or a refugee-hosting state, as case may be or
    2. in cases where an RSD cannot be obtained (for example, due to a moratorium), is a registered or recorded asylum seeker abroad, either with state authorities or the UNHCR, or has been issued a “Person of concern letter” by the UNHCR for the purposes of EMPP.

BREAKING NEWS :

Immigration Minister Sean Fraser announced today that Effective from November 15, 2022 to December 31, 2023, international students who are in Canada and have off-campus work authorization on their study permit will be allowed to work OVER 20 hours per week off-campus while class is in session.

THAT MEANS THERE IS NO working 20 hours RESTRICTIONS FOR STUDENTS. This measure will allow over 500,000 eligible international students already in Canada to potentially work more hours.
