Human Capital Category - OINP

The OINP Human Capital Category consists of five streams divided into two categories: Ontario's Express Entry streams and the International Graduates streams.

Ontario's Express Entry Streams

The OINP Express Entry streams are aligned with the federal government's Express Entry selection system. Candidates can only apply for these streams if they have an active Express Entry profile and if they have received an invitation to apply for a provincial nomination.

1. Ontario Express Entry: Human Capital Priorities Stream

The OINP targeted candidates with a comprehensive ranking system score between 453 and 467, and work experience in the following NOC codes:

  • 0213 – Computer and information systems managers
  • 2147 – Computer engineers
  • 2172 – Database analysts and data administrators
  • 2173 – Software engineers and designers
  • 2174 – Computer programmer and interactive media developers
  • 2175 – Web designers and developers

Mandatory Requirements

You must have a Canadian bachelor’s, master’s or PhD degree or its equivalent in another country.

3. Language

You must be able to understand, read, write and speak either English or French at a Canadian Language Benchmark (CLB) level 7 or higher.

4. Settlement funds

You must have enough money to support yourself and your dependent family members when you settle in Canada.

5. Intention to live in Ontario

You must intend to live in Ontario after you’re granted permanent residence. We determine this by examining your ties to Ontario

6. Legal status in Canada (if applicable)

If you are applying from within Canada, you must have legal status (visitor record, study permit, or work permit) at the time you apply and should maintain that status until the time of nomination.

7. Federal Skilled Worker Program

If you choose to be assessed against the Federal Skilled Worker Program (FSWP), you must score at least 67 points on the six selection factors (education, language skills, work experience, age, arranged employment in Canada and adaptability).

2. Ontario Express Entry: French-Speaking Skilled Worker Stream

Ontario French-Speaking Skilled Worker is one of the streams of Ontario Human Capital. This stream is aligned with the federal Express Entry system, so candidates must have an active Express Entry profile to be considered. Ontario selects candidates from the Express Entry pool who have valid language tests demonstrating intermediate proficiency in both English and French. Those selected will be invited to submit an application to the PNP.

Ontario’s Express Entry French-Speaking Skilled Worker Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP).

Step 1. Create a profile in Immigration, Refugees and Citizenship Canada's Express Entry system

You must have a profile in IRCC’s Express Entry system before we can send you a Notification of Interest (NOI), which you need before you can apply to Ontario’s Express Entry French-Speaking Skilled Worker Stream.

3. Ontario Express Entry Skilled Trades Stream

Mandatory Requirements

1. Work experience

You must have:

  • at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Ontario in a skilled trade that is listed in Minor Group 633 or Major Groups 72, 73 or 82 of the National Occupational Classification (NOC)
2. Valid certificate or licence (if applicable)
3. Current residence in Ontario and legal status in Canada

You must be living in Ontario and hold a valid work permit at the time you apply.

4. Language

You must be able to understand, read, write and speak either English or French at a Canadian Language Benchmark (CLB) level 5 or higher.

5. Settlement funds

You must have enough money to support yourself and your dependent family members when you settle in Canada.

6. Intention to live in Ontario

You must intend to live in Ontario after you’re granted permanent residence. We determine this by examining your ties to Ontario

The application fee is $1,500

International Graduates Streams

Ontario's two International Graduate streams target international students who have recently obtained a master's or doctoral degree from an eligible Ontario university.

Masters Graduate Stream

Ontario Masters Graduates is a stream of Ontario Human Capital. This stream targets foreign nationals who have recently completed a Master’s Degree from an eligible educational institution in Ontario.

Ontario PhD Graduates

The PhD Graduate Stream is an immigration stream under the Ontario Immigrant Nominee Program. It gives international graduates with an Ontario PhD degree the opportunity to apply to permanently live and work in Ontario.

Mandatory requirements

You can apply to the PhD Graduate Stream if you meet all the criteria in the six categories below. You don’t need a job offer to apply.

1. Education

You must have completed the requirements necessary to obtain a PhD degree. The degree must be from an eligible university in Ontario (see the list of eligible Ontario universities offering PhD degrees below).

2. Residency in Ontario

You must have legally lived in Ontario for at least one year in the past two years before you apply.

3. Settlement funds

You must have enough money to support yourself and your dependent family members when you settle in Canada.

4. Intention to live in Ontario

You must intend to live and work in Ontario after you’re granted permanent residence.

5. Legal status in Canada (if applicable)

If you are applying from within Canada, you must have legal status (a visitor record, study permit, or work permit) at the time you apply and should maintain that status until the time of nomination.

6. Application period

You must submit your application within two years of completing the requirements necessary to obtain your PhD degree.
